Professional History
At JD2, Mr. Piercey provides technical expertise in underground storage tank (UST) design, installation, closure, remediation, inspections, maintenance programs, and training, as well as environmental liability assessments.
Prior to the formation of JD2 in January 2002. Mr. Piercey was Vice President at Lexicon Environmental Associates, Inc. Prior to Lexicon, Mr. Piercey was Operations Manager at Groundwater Technology, Inc. where he was in charge of the operations of all Precision Testing and UST Assessments throughout the United States and Canada. Mr. Piercey was responsible for all contracts, testing and quality control. Mr. Piercey started in the Precision Testing business as New England Field Manager for Hunter Environmental Services with testing experience throughout the United States, Canada, Mexico and Puerto Rico.
Currently, Mr. Piercey is a speaker for the ABS Consulting Group and Aarcher Institute courses on Storage Tanks and SPCC Management and conducts an audio conference on aboveground tanks for Progressive Business Conferences. Mr. Piercey’s involvement in the tanks course includes presentations on both underground and aboveground storage tank design, installation, leak detection, closure, inspections and maintenance.

Mr. Piercey has more than 25 years experience in environmental consulting including storage tank management, site investigation, environmental risk assessment, and training.
Storage Tank Management
Mr. Piercey has designed and implemented storage tank management programs for both industrial and petroleum clients throughout North America. His work in Precision Testing has included the testing of over 3,000 tanks using three different testing methods. Mr. Piercey has also been involved in over 2,500 tank management assessment, design, and upgrade projects.
Mr. Piercey has managed many multi-million dollar storage tank management programs for several commercial, industrial and government clients, including engineering design, specifications and field oversight of closures, installations and upgrades of gasoline, fuel oil, diesel, motor oil and used oil tanks, both under and above ground. In addition, Mr. Piercey’s duties involve the evaluation of bids and invoice negotiations. Many programs also include the development and implementation of inspection and maintenance programs.
Further, Mr. Piercey provided management guidance and field oversight services for rental car companies at their facilities located throughout the United States. The tasks associated with these projects included UST inspections, design, installation and closure procedures, as well as personnel training.
Mr. Piercey holds many certifications in both underground and aboveground storage tank inspection, installation, closure and remediation in several states. He was an active participant in the Petroleum Equipment Institute (PEI) Underground Storage Tank Inspection and Maintenance Committee Member, for the development of Recommended Practice (RP) 900, Recommended Practices for the Inspection and Maintenance of UST Systems, January 2008.
Compliance Management
Mr. Piercey has performed over 300 environmental assessments including commercial, industrial and housing sites. In addition, he has been involved in the remedial design of petroleum, chemical and PCB contaminated sites.
